Probably Hikaru. Even though Hikaru would never attack Umi, because Umi is her friends, Hikaru would come out the winner somehow. Umi is stronger, but Hikaru is the main heroine of Magic Knight Rayearth. Main hero never loses. One of the main rules of anime.

Umi can fence. Water puts out fire. Umi is a much deeper character that Hikaru will ever be. But Hikaru will prevail because she's the good girl, and the main character.

I don't know enough about these girls to cast a vote, but I'll say that the whole water vs fire issue depends on who's more powerful. If Hikaru has more fire power than yeah, her fire will burn out Umi's water. Vice versa, if Umi has more water power, then her water would put out Hikaru's fire. So which one of them has stronger powers?
