Anime villans, not menacing?

I have seen more than my fair share of anime villians and thy all seem to have one thing in common. The villians aren't menacing and half the the time they never do thing that are truly evil any way. So any one know of any pin head or darth vader caliber villians in an anime show?

That guy in the other mech whats his face fought? He didn't strike me as very menacing. Can you post a pic so i know if I'm thinking of the right person?

So i was thinking of the same guy, he appears to be more of the loud jerk type than evil master mind.

No the villians that I see are always stupid.
