In terms of both heroes and villains, I've always found the Metal Gear Solid Series to be the most captivating. Solid Snake is just the embodiment of awesome, and it's hard to pick just one villain. The way they ALL have character development and unique specialties is just cool as sin. Though I did really like Psycho Mantis, and of course Revolver Ocelot.

Sephiroth was'nt really a villian, he was just brainwashed. Quite frankly he is over-rated.Something from the Final Fantasy continuum..well, can't really use THAT word..there's not much continuity...but ANYthing in the Final Fantasy universe being over-rated? Parish the thought. Truth is, for the occasionally intriguing storylines and game design in Final Fantasy, the characters themselves, especially the primary heroes and villains, are archetypal as hell and almost never feature any inspired or original character development, if any at all. Personally, I like a little more dimensions in my characters, like in the Metal Gear Solid series. And no, I don't mean Snake, he's pretty much straightfoward embodiment of all things awesome and righteous, but the cast of villains in every Metal Gear Solid game is so amazing, diverse, and carefully written and developed that it's a shame you have to ice them all so they don't come back for the sequels. I don't even really like stealth gameplay, but I play MGS games because the characters are just so damn interesting to know about. As for Heroes, I always thought Star Ocean had good ones, simply because with the games' branching paths the hero could be so MANY things depending on what you choose.
