Im not good at explaining things but I'll do my best.
The first number is a one so there's one 1
The second number should be 1 1 since there's one 1. you use both the numeral and the number.
The third is 2 1 because there's two 1 on the second line.
And at the fourth to fifth, you only count numbers in a row.
So:
1(4th line) makes 1 1
2(4th line) makes 1 2
11(4th line) makes 2 1
And for my number,
111(5th line) makes 3 1
22(5th line) makes 2 2
1(5th line) makes 1 1
