When will i be able to donate rupees to others?

I've never heard of that problem before o.O Have you tried doing so? What does it tell you?

I tried as well, it kept saying "No more items left"

I cannot change my title or donate... PLease help us =P.. Is this supposed to happen?

Yeah... my rupees keep disapearing every time I try to withdraw too...

It said "this item has run out" or something, when will it be stocked?

i think i'll just not mess with my money right now.....sounds like the place is falling apart!

Ah, then the "problem" is merely that the Donate item is out of stock ^^;;; I believe they stock those things weekly. You'll just have to wait until then.

And on the rupees disappearing... They're not. You'll just have to go to the main bank page and refresh it to set all the rupees as they should be. There shouldn't be any problems after that.

Just keep in mind that if something says it's out of stock, then that IS the problem. You'll have to wait for re-stocking.
