I don’t know. I didn’t click on the link, and I would suggest no one else do so. What exactly did it say?

First, it's a legitimate link. It is in the google.com domain, which means it is an official Google web page.

Second, here's what it says:

Government-backed attackers may be trying to steal your password

There's a chance this is a false alarm, but we believe we detected government-backed attackers trying to steal your password. This happens to less than 0.1% of all Gmail users. We can’t reveal what tipped us off because the attackers will take note and change their tactics, but if they are successful at some point they could access your data or take other actions using your account. To further improve your security, based on your current settings we recommend:
Enable two-factor authentication and set up a Security Key

It sounds suspicious to me. Unless you have been streaming ISIS videos or working for a known Colombian drug cartel, how would the government even know you exist? And why would they be interested in your passwords? They have better things to do.

Unless you are Russian or al-Qaeda. I figure the government has better things to steal.

Is there a way to verify for sure whether or not the government is in fact tracking you?

I'm sure that the FBI has better things to do than go after somebody for watching cartoons. I'm going to make America great again, and that includes making it safe again. Of course, this making it safe requires directing the might of our intelligence agencies, military, and law enforcement against REAL THREATS, not people who watch cartoons or anime. If the FBI or DHS is really going after people for watching cartoon/anime characters dressed like terrorists, then I'm going to have to clean house BIG TIME, because that would be clear proof that the people running those agencies are complete MORONS.

No, it's private companies, not the government http://www.mirror.co.uk/tech/sex-toy-maker-ordered-pay-10024709

According to one of the most knowledgeable experts in the field, Kellyann Conway, they now have micro-wave ovens which can turn into television cameras via laser beam and record your brainwaves. The only protection is to wear a tin foil cap.

Do they have a reason to hack you?

Lawl, the governmants don't need to hack into your accounts. They can just buy your privacy in packets from Windows or google and spy on you for as long as they paid for. Civilians and other companies can do that too.
The reason google scared you is so you could also add a phone number and adress for them to spy you on.

I am more concerned with private companies taking my information than I am with the government. At least with the government it is classified Confidential. In the private sector it is classified For Sale.

Of course, and there is no end to it, no afilliation, no honor, no shame. They're likeley to sell their own privacy to rival companies. And as long as they can do it and get away with it, they'll keep doing it. Only the heroic governmants can put an e d to this!
