1. Flameheart from Ladies vs. Butlers has the best hair of any anime character. Her nickname is "Drillhead" because her long blonde hair has the pigtail that are like drills that actually spin when she gets excited....it's really funny!

2. Creamy Mami is next...I just like her lavender hair and hairstyle, she is really cute!

PS...Shiho from Mai Otome also, she has 4 curled pigtails, very unusual.
