Pretty sure that's just the mascot for that convention, not a character from an actual show.

I assumed that they picked a random character from some show and used her to represent anime in general, and thus slapped a pic of her on their banner.

Most conventions create their own original character so they can sell merchandise with it and not get in trouble with the copyright holders.
