At the root of it I think its that most Democrats want the government to some sort of super mom and most Republicans want the government to rock the whole international superpower thing. Supporting the US Intelligence Community and associated activities seems to be one of the few areas of common ground despite disagreeing a bit over exactly what lists the government should be making.
