I'm not sure if i'm cheating, since Frollo is adapted from the novel by Victor Hugo.
Frollo is definitely the most complex of the Disney villains. And he has the BEST villain song of all the villain songs in Disney. Heck, it's my personal favorite Disney song. Even more so than Circle of Life.

Yes I like a character who basically says "I'm either going to sleep with the gypsy woman or kill her".

After reading this thread, I really want to say Kronk. I almost forgot about him, he was such a good character! But, I cant help but say Mufasa from The Lion King. It was my favourite childhood movie and stands today as my favourite Disney movie.

Even now as adult i get a clump in my throat when i see the scene where Mufasa has gotten killed and Simba tries to wake him up to go home....
