For English-language sites, your best options are:

Hobby Search (http://1999.co.jp/eng)
Hobby Link Japan (http://www.hlj.com)

Amazon is pretty good for finding older figures, and eBay can be good as well. The best resource for older/used figures is Yahoo Auctions Japan, but it's in Japanese and most sellers do not ship internationally.

be careful ... you may pay additional import taxes when ordering from there, all depends on your country import policy ...

You'll pay shipping costs whenever you're getting a product from another country. Even if you were to buy it from a native merchant, they would have had to pay the shipping costs to bring it here, and that cost will be passed on to you.

For many figures the only way to get them is to pre-order it or to buy it used, as they receive a single production run of limited quantities. Pre-ordering it means waiting several months for its release and paying shipping fees, and used figures usually have greatly increased prices.

I went to the link Gjallarhorn had posted, but most of the figurines there said they were sold out. D:

That's how PVC sales work. They're produced in very limited quantities, and there is typically a very high demand for them. If you want to buy a PVC you typically pre-order it months before its release, as there probably won't be many available after it's release. If you want a PVC that has already been released, you typically buy it second hand or from shops that pre-ordered them so they could sell them through Amazon, eBay, or YAJ for 150-300% of the original price.

Hobby Search is inarguably the best English-language PVC site.

There was a PVC I wanted that was released through a private company site a few months ago - it was about $90 USD at the time, but the site didn't take purchases from outside Japan. I recently checked to see if any were available on other websites now that it has been released, and there was only one - on YAJ for $210 USD...and even if I were willing to pay that much, the seller doesn't do business outside of Japan.
