The lines are:
自由に生きろと
あの声が歌う

Which I take to mean "Those voices sing, 'I live freely!'".
Does that seem correct? The ro ending has me uncertain.

That is the imperative verb form. "Go and live freely!"

Just a quick note; 「あの」 is usually used to refer to the singular (if it was plural it would probably be specified as 「あれらの声」 or 「あの声々」), so "that (the) voice sings" seems to be more correct.
