Picture coloring program

Does anyone know a good picture coloring program? Like if I up loaded a picture I drew and I wanted to make it look as if it was from an actual anime. That kind of coloring. If anyone knows any, please post it! Thanks.

Here's a nifty list, free or not:

and many more. No matter what program it is, it's your ability to color it determines how it looks. If you don't know how, there's a variety of tutorials across the web.
