It is the Microsft LZH Compressed Folder plugin for Windows XP. To install it, first download it here:
http://download.microsoft.com/download/9/b/f/9bf29aee-86e9-4565-82bf-671b51ad8790/LZHFLDR.MSI
Then make sure you've installed the Japanese fonts (you'll need your original Windows XP disk to do that, of course if you already installed Japanese language support when you first installed Windows XP or at any other point before now, you will be able to completely skip that step now), and then use the control panel to set your locale (language settings for "non-unicode programs") to Japanese, and then reboot your computer. This is NOT a Japanese MUI (which turns every text in every dialog box into Japanese). The only difference you should notice is the default font is different (uses one which supports Japanese text) and all instances of "\" are replaced with a Japanese Yen symbol. Also any Japanese games you run now should have correct text. At this point run the installer for the LZH opener plugin (it would REFUSE to install if you were not using the Japanese locale). With this installed you can open any LZH file (though it must have the LZH extension, so rename any LHA files you have to the extension LZH instead) as if it were a folder on your computer. However it can not be used to create an LZH file or put files into an existing LZH file. You can use it only to copy files out of an LZH file (like a "one way" file folder). However this copying function will only work as long as your computer remains in Japanese locale. In English locale (as I assume you will switch back to the English locale after installing this plugin), it will refuse to copy files out of the LZH file, though you can still view the contents. However you can still extract the contents. Right click on it and you'll see a new entry in the right-click menu (new, as in it was added from installing this plugin). Click on it (it should be in Japanese) and then just keep clicking the "next" button at the dialog box that pops up. This dialog box WILL be in Japanese (it's for a Japanese plugin, and is in fact fortunate that it even runs on an American copy of Windows in the first place), and due to the language barrier here the "next" button has both some Japanese text but also the letter N in parenthethis like (N) for those who don't know Japanese. Once you see the dialog box, using it I find to be fairly straight forward. And by the way, LZH files will now appear as green file folders (to separate them from the normal yellow ones).

Read more about it (if you know Japanese) on the official Microsoft web page for this plugin. (present further down the page on the Microsoft site is the link to download this, the same link I gave you in this thread)
