That's included in network speed. I'm not talking about what speed it says on the tin, I'm talking about the effective network speed, bottlenecks included.

Well, you see, networks are like roads. Even though the speed limit may be 50, there may be bottlenecks that limit the throughput. Say there's a traffic accident, or a traffic jam, then you won't be able to drive as fast as the sign says. Similarly, if a network server goes down, or if a lot of people are using a certain network node, then your network connection will be slower.

It also doesn't help if your ISP is crap or you're far away from the phone exchange or servers.

I am not happy because another big storm will be hitting has hit the Washington DC area, and I have 2 pairs of soaked shoes sitting on my shoe stand right now, with the last remaining pair to be sacrificed tomorrow =( this is not to mention that snow is another possibility besides rain according to the weather forecast for tomorrow
