Nope. But it is piracy. Steam is a pay service for getting games that cost lots of $$$. If you get the games for free then that is piracy.

It could be a Phishing site. Google the URL and see what other people say about it.
@Animedude5555 No it isn't. Steam has a wide variety of free games and in itself is a free service. Besides, a giveaway isn't an act of piracy.
