My guess is that the white alien, Deus, symbolizes the country: United States. What the Japanese are trying to say is that if you fight the U.S. in a war, you have to treat the U.S. as if it was a snake. If you give the snake a chance it will come back for you and bite you, you have to kill the snake in 1 strike and cut it's head off completely.
Also, notice how the white alien does an area of effect attack that damages your characters and himself as well, whenever U.S. attacks another country, U.S.A. hurts itself too because the U.S. will send all the genetically cool and stand up people to die in wars and that leaves all the genetic rejects behind. The U.S. lost: 58,220 soldiers in the Vietnam war; 407,000 soldiers in World War 2; 116,708 soldiers in World War 1; tens of thousands of U.S. soldiers developed post traumatic stress disorder after fighting in Iraq and Afghanistan. When you do a weak attack on the white alien that doesn't kill him in 1 strike, the alien heals himself, this is symbolic as to how U.S.A. drafts and conscripts civilians into soldiers and mobilizes it's self for war whenever the U.S. is weakly attacked enough for the country to recuperate and not powerfully attacked enough to destroy the country in 1 strike. Before the white alien dies, it does a final attack that brings one of your characters down to 1 hit point, this is symbolic as to how the U.S. has nuclear weapons and can nuke the hell out of an enemy country before the U.S. gets annihilated by a preemptive, mutually assured destructive, nuclear attack. Having 1 hit point after the final attack is symbolic as to how a country that gets nuked by the U.S. has to ability to recuperate, repopulate and rebuild itself after a nuclear attack because the Japanese that made this boss battle in Xenogears think that symbolically, not everyone in a country, that receives a nuclear attack from the U.S., is going to die. Mao said that the U.S.A. is a paper tiger, it look ferocious on the outside, but it's weak and frail on the inside. But Khrushchev said that the U.S. is a paper tiger with nuclear teeth.
The white alien is described as rotting and decaying. My guess is that this refers to the United States' rotting economy. The U.S. is in a trillion dollar debt to China. The U.S. used to be in a trillion dollar debt to Japan but Japan forgave the debt because the U.S. was threatening to use H.A.A.R.P to make Japan's volcanoes erupt. If you don't know what H.A.A.R.P. (High Frequency Active Auroral Research Program) is then let me break it down. Originally there were 3 WMDs (weapons of mass destruction), nuclear, biological and chemical. But now the U.S. has 4 WMDs, the fourth 1 being a weather modifying device in Alaska called H.A.A.R.P. It sends a 3.6 million watt beam to the Earth's ionosphere and it reflects back down to the Earth's surface to cause earthquakes, tidal waves, fire storms, typhoons, and volcano eruptions. U.S.A's strategy is to never pay back the trillion dollar debt to China and go more into debt. So basically U.S.A. gets free stuff from China, Japan, South Korea, and Taiwan. The Federal Reserve can print out millions of dollars out of thin air and at no cost whatsoever. Then the FED loans money to U.S. Government, and the U.S. gives the FED bonds in return but bonds don't mean anything because the U.S. can't and will not pay back it's debt. Like I said, the United States' strategy is to go more into debt and never pay it back, so basically the U.S. is getting free stuff from China, Japan, South Korea, and Taiwan and the U.S. can hire anyone with skills and knowledge to be slave labor, or to be cannon fodder to die in their wars. The U.S. dollar is worthless and it's a fraudulent IOU. The U.S. Government and the Illuminati (the 8 elite Jewish families [Goldman Sachs, Rockefellers, Lehmans, Kuhn Loebs, Rothschilds, Warburgs, Lazards, and Israel Moses Seifs] that control the Federal Reserve) manipulate the FED for their own gains. U.S.A. occupies over 200 countries and is enforcing U.S. dollar enslavement of those countries with their military. U.S.A. get all the natural resources from those countries for free and then exploits the people in those countries to be slave labor via U.S. dollar.
The white alien, Deus, can also symbolize the Anglo-Saxon race. The Japanese depict Anglos as an alien and not human being because Anglos seem that way in real life. That's because Anglos have a high percentage of Neanderthal genes in them. The Anglo-Saxons, which are: Yankees; Confederates; British; Australians; New Zealanders; Anglo-Canadians; and Anglo-South Africans, originated from the Neander Valley a.k.a. Schleswig-Holstein in Germany, which is a valley full of caves where the Neanderthals dwelled during the ice ages. Neanderthals are not human being, they're apes. Cro-Magnons are human being.
