Best free one is GIMP. You can also look at GIMPshop which relabels menus to their Photoshop counterpart which helps with tutorials that are normally made for Photoshop.

Anyhow Sony Vegas is a video editing software. It's personally my most recommended software for editing however sony vegas is no longer sony vegas, it's now Vegas Movie Studio which has a price tag from $50-200 dollars. I think mine cost about $100 when I bought it a few years ago. CS5 is Adobe Photoshop Creative Suite v.5.. And this has a price tag of $400-500 dollars. I know mine was discounted since I upgraded from Adobe Elements 6.0.. You then have the brand new CS6 that has a price tag of $600..
If you plan to do any image editing, use gimp. If you plan to do any video editing, use windows movie maker or temporarily use a trial. Don't waste your money on something you probably could care less about in the end.
