IDK ummmmmmm I.....Would.....have......to....say........The full body chidori because if you think about it its the only move you cant block if you close your F*****..... and Sage Mode Fuuton Rasenshuriken.

Me personly I dont think that count becauce I thinkthe most powerful move should be the one that is strong and that you can do multple time. Pain can only do it once then he have to wait a while to do it again. I didnt really care for pain.
