Maybe I'm just looking in the wrong places, but it seems like so far all the caves and stuff don't really seem all that... explorable. @__@

Yeah. This isn't Fallout 3. Running off and exploring like you did in Fallout 3 is generally punished with a swift and brutal deathclaw-related death. As New Vegas is more story-driven* than Fallout 3, it's better to find quests that send you into dungeons than merely exploring at random.
You can't swing a dead redscorpion without hitting a quest giver in Fallout: New Vegas so it's hardly a problem. Most, if not all dungeons seem to have one or more quests related to them.

bah. Exploring was the best part though
It seems like everywhere I go here is either: impassable mountains, or a pack of deathclaws, supermutants, and giant radscorpians. x___x
which, I'm not saying is all bad. I know that it helps improve the progression dynamic, but still..

A good way to get your self shot at by people who don't like the NCR.

Yeah, the AI seems to merely want to complete three bids or constantly outbid you (at least for me), and that makes it fail everytime.
I did find that it's damn fun in real life if you teach the rules to your buddies.
I'm currently on my second playthrough and my first only had me encounter three bugs and a freeze every 5-10 hours.

I was a goodie goodie in the PC version, finished the game.

Curious, how negligible is lucks effect on things outside of crit? I don't tend to rely on crit in games outside of D&D. Was wondering if I could just safely steal points from luck.

You can increase them with implants as well. But your endurance limits your total number of implants.

Many weapons have minimum strength requirements, so that's not a good idea. Really, you don't want to min-max in New Vegas. Dumping any stat below 5 will come back and bite you one way or another. It should also be noted that while it was worthwhile to max intelligence in Fallout 3, that in New Vegas, you only gain half the skill points per intelligence point, making it a much worse deal.
