Well I would say the suit is what makes the man, I don't agree with it but I think it would be right one given the current world.
I think it depends on what you're doing.
If you're going to be going to an interview looking like a hippie, you're most likely not going to get the job. That being said though, there's nothing stopping you from dressing however you want; but don't expect much respect if you go out into the world dressed like a slob.
Now, on the specific issue of 'gender specified' attire; I think it's more of cultural attitudes towards masculinity and femininity. The expression, "he/she wears the pants in the family" sort of deal would be a good example of such even though it can be implied towards someone regardless of their gender.

If there was man in a dress, then I would question his sexual preferences. However, I think a woman in man's suit is pretty sexy.

The suit itself can only get one so far. Suits are one of the greatest things ever created, but they lose their magic if the wrong person wears it.
Hrm... I'd say it's a little bit of both, really. A man can't depend solely on a nice suit to make himself before he has to start pulling some of the weight too. It's akin to a fancy looking car without an engine to run it.

Unfortunately for some a suit doesn't necessarily make a man.
I've seen way to many idiots donning biker gear before acting tough and getting the crap kicked out of them by the more serious crowd to think otherwise.
Perhaps the one that most entertained me was a guy wearing patches that went against two 1%er clubs in the area.
That was hilarious. A little gory, but hilarious.

However, I wanna wear casual clothes when going to school.
Men look weird suited up, to be honest. I'd much rather see them wear t-shirts and jeans imo. But for an occasion, suits are appropriate.

Many times what you wear is an action you chose to do. I heard that in Japan clothes were considered more important than food, because is easier to look prosperous in good clothing while starving than to look prosperous in rags with a full stomach. I don't know that's it's applicable now though.
