It's only effective in bright and clear sky on a stationary target at close range. Therefore, it's good for grilling your barbecue on the weekends or a cool way to disintegrate nearby ant colony. Worst, it will become some twisted torture device of some sort O_o. I bet it need a large array of reflective mirror to burn anything past 3 foot.
Building a death ray is one way to spend your time. Thats something you do just so you can say you did it.

Regardless, this 'weapon' could be considered as contemporary art. The mirrors create such beautiful colors and detail, any art museum would take the death ray as a donation.
Yeah, parabolic reflectorswiki will do that. Unfortunately, they have a fixed focal length quite close to the reflector, so it's less death ray and more death point.
