I'm looking for a character - namely a villian.

he was a regal - son of a count or some such.
He carried a magnum in his right and wore a gauntlet on his left - he also carried a sword.

I remember him having short hair and glasses.

he was maniacal - he loved causing pain to others - even his own soldiers.

I dont remember the anime - just that it was semi future - but everyone wore swords and such.

some help?
