Well making a thread is easy. Making a good and fun long lasting thread is harder. It seems you already know where the (New Thread Button) is. So like you created this one you click it and start typing.
Some things you'll wanna keep in mind is of course follow the forum-wide rules, follow the forum specific rules that the section mods set up. Once you know these you can began by thinking of a good topic that you think is interesting. The topic should also portray to the section/forum you're posting it in.
That is pretty much it as far as the basics, anything else you will learn as you go.
