I'm not to sure. I like Shiori Shiomiya from The World God Only Knows. She is SO shy, it is almost ridiculous. Aisa Himegami from To Aru Majutsu no Index is also someone that springs to mind. Madoka Komoto from Hoshizora e kakaru hashi is yet another shy girl that i like. Yami/Golden Darkness from To Love-ru would have to be they winner in my books because she is quiet, odd and an influential character.
