I would actually call queens blade a hentai.....its honestly not an anime lol. So disregarding that I actually see potential in the series Sora no Otoshimono for being most perverted...it has potential...all depends on how they handle it

Kekko Kamen. I don't think it would class as a hentai. The hero in it however is a naked woman who wears only a mask and boots as a way of distracting the bad guys. Plus there is all that punishment guys who threaten to strip people as punishment.
I would say it is the most perverted Anime I have ever seen, there is no real reason that the hero needs to be naked.
