    Passing a bill like this would be incredibly difficult, considering there are no real "laws" when using the internet (excluding the laws of the specific country, etc.)

    Besides, a "troll" is hard to define ... even if they do cause significant emotional pain, it could easily be misconstrued to be something it's not. There is no real way to stop being harassed on the internet, save for just not going on the internet.

    As for being harassed in person, I think that would be at least slightly easier to prevent/stop, depending on the situation.

    Ban the banhammer and ban the bullies. There have been, if I remember a handful of anti cyberbully groups on both sides of the Atlantic trying to crusade against such bullies. Cyberbullies use all sorts of evil tricks just to get rid of you, 'cos they hate you for no reason. In fact, some even try to get promoted to higher offices, if you will, on the sites, just so they can abuse their power and finish you by framing you for something you never did; it happened to me a few times. Worse still is the fact the some higher ups on some site would rather defend the bullies then oust them.

    You must excuse me, I am sick and kind of not "with it".

    As for your question(s) (wether they are sarcastic or not), yes, misunderstandings are common online. Should they be punished? depends on exactly what they they did and how much damage it caused.
