The firsts 10 episodes of Dragonball had me rolfing big time (despite the fact that I ended up abandoning it at the end...)

Bobobo has to be the funniest anime or actually the funniest of anything I have ever seen on the tv.
Azu Manga Daioh is also rather funny which it makes me laugh a lot.

Yakitate! Japan had me laughing a lot. Moyashimon made me giggle, too. The little bit of Hare/Guu I saw had me going from fits of laughter to "what the heck?" at a dangerous pace, so I suppose that counts, too.

Some anime are unintentionally funny. Golgo 13 is an example. He has secks with women and shoots men all day and does it with a frown. School Rumble is hilarious, Girls Bravo is very funny if you like raunchy humor, Puni Puni Poemy, Full Metal Panic, and the 2nd Negima series was really funny.
