5 Centimeters per Second (Romance, Tragedy, Slice of life)
Sword of the Stranger (Action, Samurai, Western) (Imagine an old samurai film crossed with a Clint Eastwood western)
Steamboy (Sci-fi, Adventure, Steampunk)

Mind Game was a good movie but extremely random and hard to follow. The art style was very, very unique. Millenium Actress was a great movie as well but if you want English dubs, there are none. It's directed by the same guy who directed Paprika, I think. I may be wrong. I don't know, it's somehow related to Paprika.

Final Fantasy 7: Advent Children is a superb movie.
Though, I doubt you would understand it's plot that clearly as it is a sequel to a game Final Fantasy 7 made in the mid 90's.
But still, it has got a superb 3-D graphic and it's fight scenes are worth seeing. It's the most detailed anime ever made. The only anime that come close to it's superb graphics are Appleseed and Resident Evil: Degeneration. Those two anime movies are also worth seeing.

Perfect Blue. I watched it on late-night television a very long while back. Psychological thriller.
Non-Japanese animated films tend to be more artistic minded:
Renaissance (French) (futuristic action, entirely in black and white)
Waking Life (US) (very philosophical)
