Most teenagers, if not all, are still living under their parent's roof during this time. They are still somewhat dependent on their parents, some are still entirely. They are still considered children. Most can't even vote yet.
Having a child is a huge responsibility. You need to provide food, water, a clean home, a good setting, clothing, basic things such as backpacks and pencils, things they want, and most of all, love.
How can you fit that into your schedule if you're still working towards becoming an adult who contributes to society?
Also, the teenagers immediately turn to the government for assistance, and yeeeeah, my parents, your parents, my friend's parents are paying for their mistake.
