Aside from a usually compelling story the art is just. amazing. I have all their art books.
But recently I've got to admit that I really like
Tite Kubo (Bleach)
His (It is a he right?) work is very lyrical and the art style is one-of-a-kind. Plus bleach is pretty badass imo
Hirano Kouta (I buy every volume of Hellsing just for the doodles he sticks at the end of every one of them).
Nihei Tsutomu (his drawings of architecture are top-knotch)

Well that's hard to choose from...

-Nobuhiro Watsuki (Rurouni Kenshin and Busou Renkin)
-Kazuya Minekura (Saiyuki series)
-Ryu Fujisaki (Hoshin Engi)
If non-Japanese are allowed, I'd include Youn In-wan (Korean who created Shin Angyo Onshi) in my list

-Natsuki Takaya (Fruits Basket)
-Rumiko Takahashi (Inuyasha, Ranma 1/2 etc.)

I also love Ninomiya Tomoko (Nodame Cantabile) but her art compared to those others isn't that good even though I kinda like it.. ^^;Buuut the plot is just great!
No manga will ever replace DB. The style, the characters, the story... every box is ticked as 'perfect'.
Second place goes to Masashi Kishimoto (Naruto), because I get the impression that he really loves what he does (not to say others don't).
By "author" I'm assuming you mean the person in charge of the story, right? Just want to clarify, since often the artist and the writer are different people.

Gunslinger Girl is my most favourite Manga and I love it a lot. T'is beautiful and the story and characters are simply amazing. Such epic pieces of work.

Takeshi Obata and Tsugumi Obha for Death Note, and Masashi Kishimoto for Naruto! The first have outstanding art and technical storylines, and Masashi creates some of the best storylines I've ever seen! He has a way of making me feel at home in the Naruverse! Haha!
