(window-sitter for anyone who cares, but it's a dog-girl because the animation was more suited for it in my opinion).

She is from a Japanese game called "Pure Pure Mimi to Shippo no Monogatari". Her name is Hinata. I found this out once when I was also trying to find out what she was from because I thought she was cute.
