Swords? Archery? No drugs? I'm afraid I'm gonna have to kill your misconceptions about the Victorian era. The Victorian times were during the 19th century. There were certainly guns (muskets had been around for several hundred years, making both swords and archery redundant), and opium was the latest craze.
And you won't have to worry about the Plague, that was some 300 years earlier.
