I think there's no specific tutorial on 'how to make wallpaper'. Try to google several photoshop tutorial and learn how to make a background. then, try to search tutorial on how to extract characters from scan or such.
Creating a wallpaper is like combining a puzzle together to be completed.

You can fine a plenty of character extraction on 'dazzle us' thread ready to use.

and as AniFlav said, theres no specific tutorial on how to make a wallpaper. The thing a tutorial shows is on how to make that type of style.
