As Far as the Japnese Seiyuu go: I'm pretty good at recognizing some of them. I know Megumi Hayashiabara when I hear her, I'm also very good at recognizing Aya Hisakawa.

As for Japanese voice actors...I haven't watched enough to have a lot...but I remember once I caught Misuzu Kamio from Air having the same voice as Mariko from Elfen Lied.

This guy voice, Fujiwara Keiji IMO one of the coolest seiyuu and most of the characters he gave voice matched his voice personality. I was able to identify him immediately when I watched these: Honey and Clover II, Sky Girls, Gundam 00 and Black Cat as previously I watched Eureka Seven which he was the voice actor for Holland.
I also can identify some seiyuu immediately, like Sugiyama Noriaki (Emiya Shirou/F/SN, Uryuu Ishida/Bleach), Miki Shinichiro (Mark Webber/FMP,Stratos Lockon/Gundam 00, Kisuke Uruhara/Bleach), Seki Tomokazu (Sousuke Sagara/FMP, Van Fanel/Escaflowne, Yzak Joule/GS/D) and Kawasumi Ayako (Otoha Sakurano/Sky Girls, Fuu/Samurai Champloo, Saber/F/SN), just to name a few.

When me and my bro started to watch Bleach we were like "hey thats sakura, jarieya, ichigo sounds like that guy who gaara kills in the forest, etc."
Some of the voice actors voices are so easy to recognize.
Steve Staley (neji/shibuke-kadaj-toshiro)
Steve Blum is so recognizable (zabuza and vincent valentine are identical and Moses is sorta similar)
Crispin Freeman (^same thing Haji and Itachi are identically done)
Dave Wittenburg -man that guy is everywhere Ninja Warrior, Ghost in the Shell, another Shif member in Blood+ and Solomon
Melissa (Kurnaei's voice) is somewhat easy to spot, even with her singing voice.

Depends on the voice actress.
Rie Kugimiya has a very unique voice, and is easy to identify. She rarely changes her voice because it's that particular voice that she's hired for.
Aya Hirano has certain voice patterns that makes her easy to detect, even if she uses different voices and tones.
Kana Ueda is a little harder, but when you listen carefully you can hear some vocal patterns that give her away. Additional note is that her natural dialect is kansai, so a lot of her characters speak that way as well.
Shiraishi Minoru's voice doesn't change.
Daisuke Ono's voice doesn't change.
Norio Wakamoto's voice doesn't change.
Megumi Hayashibara's voice doesn't change much (especially the earlier works).
There's more but I'm too lazy to think them up. Especially the males, they're usually hired for their natural voices rather than making them change it.
In case any of you want to correct, question, comment on, or suggest anything to me regarding my translations or use of Japanese, please do. My sources of learning have all been listening to people and kinda forcing my brain to interpret, rather than actually translate like a dictionary. I understand I'll make many mistakes (I'd be surprised if I translate something mistake-free) but you have to understand that I'm doing my best.

I could recognize Scott McNeil's voice in a crowded room with jack hammers goin' off and bombs explodin'.
Tiffany Grant's voice always sounds the same; it's pretty near iconic.
Tryin' to think... Hmm... The woman who did Sae Sawonaguchi's voice from Magic User's Club. I've never heard her in anything else, but her voice gets stuck in my head at times. It's so... sugary...

I personally think if you were to **** down and listen to the songs alot it will eventually bleed into your memories O_o.. XD.. unless you have some indie rock band singers, they bascially sound the same, except "the hush sound" they are so unique. =]

not really.....i can only recognise a few voices but if the 'same type of voice actor'(as in-having similar voice an style) comes together,i can't recognise any...
i can recognise paku romi, takeuchi junko, miki shinichiro and rie kugimiya's...-but still i take quite a long time to recognise their voices..........

The following six are my favourite Seiyuu so I can recognise them a mile away (with one exception, see below):
Kanna (Hayashi) Nobutoshi (Fushigi Yuugi's Tasuki, Getbackers' Midou Ban, Angelique's Randy...although I didn't pick up on him as Tei Yuushin in Saiunkoku, so he got one over on me there!)
Miki Shinichirou - (Uruhara Kisuke from Bleach, Kudou Youji from Weiss, Aizawa Taki from Gravitation, Minato Shinichirou from Sukisho, Allen Schezar from Escaflowne, Yorihisa from HaruToki, etc) he's so distinctive you can spot him a mile away.
Midorikawa Hikaru (Tamahome from Yuugi, Sora from Sukisho, Heero from Gundam, Seiran from Saiunkoku, etc) - also highly distinctive
Koyasu Takehito (Aya from Weiss, Hotohori from Fushigi Yuugi, Sa Sakujun from Saiunkoku, Yoru from Sukisho...heck the list's almost endles for this guy)
Seki Tomokazu (Chichiri from Fushigi Yugi, Tenma from HaruToki, Sousuke from FMP, Van from Escaflowne, Ken from Weiss, etc)
Okiayu Ryoutarou (HaruToki's Akuram, Weiss's Crawford, Gravitation's K, Bleach's Byakuya etc)
I can also generally recognise the following now:
Miyata Kouki (HaruToki's Shimon, Sukisho's Sei)
Takahashi Naozumi (HaruToki's Inori)
Inoue Kazuhiko (Gravi's Yuki, HaruToki's Tomomasa, etc)
Ishida Akira (HaruToki's Yasuaki, Sukisho's Nanami, Yuugi's Ren Shigyou, etc)
Orikasa Ai(Tenchi's Ryoko, Gravitation's Touma etc)
Hoshi Souichirou (Sukisho's Sunao/Ran, HaruToki's Eisen, etc)
Yuuki Hiro (Weiss's Omi, Sukisho's Chris, etc)
There are others too but that's off the top of my head.
I can also recognise them singing as well as speaking Particularly the first six
I'm a slight seiyuu geek...
I don't watch anime in English any more (I watched a bit to begin with, till I got into Fushigi Yuugi and became Japanese seiyuu hooked) so I can't recognise any English voice artists :-/ Oh, except Wendy Lee, because she seems to be in everything and I remember her from Tenchi Muyou (Kiyone) when it was on Toonami...

I can if they are using the same tone of their voice,because from what I have heard,voice actors has a lot of voices ranging from a child's voice to an old one!

I agree, I can usually detect Romi Paku's voice and, even though Aya Hirano's voices vary, I can detect her voice as well. ^^
When it comes to English dubs...I seem to hear some of the same voice actors every now and then for different anime.-____-;
It's hard for me to regonize any japanese voice actors, but I do every once in a while.
It takes a little while for me to recognize a voice... but then I'll just start to think: "Hey... doesn't this wonderful voice sound a little bit... familiar?"
I can recognize the voice of Mamoru Miyano really fast because he's my favourite voice actor. (Light Yagami from Death Note, Kiba from Wolf's Rain, Tamaki from OHSHC)
Isn't easy to recognize some actors have a special voice over your modulation, i recognize some spanish dubbing actors, sometimes is funniest, it depend... how much voices can do beside your principal tune ??? voice actors from Japan and the U.S.A. is too hard recognize except Takehiko Koyasu, i adore his awesome voice...specialy Latin America is a big 'n great market for the industry of Hollywood
