Hmmm I think more on the depressing side, psychotic sounds more like a horror movie.
Cowboy Bebop is sad/depressing to me.
Batman's story is.
Uhh my friend told me about this movie called The Virgin suicides which sounds like something i'd like.

I'm not sure if this goes in your option of watching,but try out Shinigami no Ballad (it has only 6 episodes),as anime...
Also,try to find Saikano: She the Ultimate Weapon,live action movie...
It somewhat belong to sad/depressive mood,especially the ending...
Also,I find Lion King somewhat sad,though many disagree with me...
Death Note. It comes in anime and has two live action movies. Very depressing to me.
Overrated. Way way waaay overrated. It was a good idea, but poorly executed.
Anyway, I recommend "Millennium" starring Lance Henriksen. A brief synopsis:
"A former FBI profiler moves his family from Washington DC to Seattle, where he joins the Millenium Group, a mysterious organization of former law enforcement officers, committed to battling a crime wave which grows as the turn of the millenium approaches."
Interesting, dark, and often depressing, I suppose it could be exactly what you're looking for.

Higurashi no naku koro ni...I wont say its depressing its just plain phsycotic.Try Deathnote,Grave of the fireflies and Twin Spica(some parts of it are depressing)

I guess you could watch Falling Down. It's certainly not upbeat. I guess you could call it depressing.

American History X. Pretty depressing, very graphic. Curb stomp ftw. Edward Norton is genius in that movie.

I definitely agree about American History X...
Another Edward Norton movie that I find depressing on a different level is "The 25th Hour"...I absolutely loved it...
As for anime, I'd recommend Basilisk...dark and it gets even darker as the plot progresses

Sky High (Japanese movie) is really dark and if you get into it, it seems depressing/sad. It starts out with this woman walking down the aisle on her wedding day. Thing is, her heart has been torn out, and she dies in her fiance's arms. He has to track the killer and mean while she becomes a spirit at "The Gate of Rage". She can choose one of three doorways. Enter heaven, and be reincarnated---Become a ghost in the living world---Exact vengance and go to hell. So while she's gotta figure out what she wants, she also has to stop her fiance---who can't see/feel/hear her from committing murder and damning his own soul to hell.
Kamen Rider Faiz by the TVN sub team is really good. A LOT of people die in it, and most people agree it's a really dark series especially for that particular genre. I love it too much to get into detail and cause spoilers for you, but check it out, you'll be hooked by episode 1.
GARO. A bit more on the horror side, this one involved a lot of (usually sad/depressed/greedy/etc) people that get eaten/possessed by demons called "Horrors". There's a Knight who has to get to the bottom of the horrors' plans, and stop them. This one was made especially for older teens and adults, and it's also a TVN project.
Dark: Underworld or any of the Blade movies.
Depressing: Stranger than Fiction, Bowling for Columbine, Nightmare Before Christmas (was depressing for me, great movie too)
