Default Do Senbonzakura and Haineko have the same ability

I think so their abilities look very similar.

Haineko hasn't been used that much. In essence they are the same attack though. Senbonzakura is obviously more powerfull though. Haineko seems to be based on impact while Senbonzakura is a bunch of small blades so there is also cutting attacked to it.

If one's reiatsu is strong enough (such as Kenpachis) then the attacks will be null if they do any damage. That's why Ichigo could take a hit from senbonzakura without falling like Renji did.

they may look similar, but with hai neko, i think, the user has to direct it with his opponents whereas in zenbonsakura, all byakuya has to do is to make sure that he sees his opponent so that his blades can chase and slice

They are the same zanpaktou types where blade dissappears and is being controlled at will of the wielder. However, this is only initial release we are talking about. While haineko (meaning ash cat) looks more like of annoying dust, senbonzakura scatters into new countless blades. They indeed look similar but by abilities I believe they are miles apart.

While I'll agree that Senbonsakura is a much stronger weapon, it is because we have seen it in action more than Haineko so we can gauge the power of Sebonsakura much more fairly. We have also seen the Bankai release, Sebonsakura Kageyoshi, so that's enough to consider this an open and shut case but we don't have all the facts between Haineko.

From what we know, the name "Ash Cat" hints towards it's ability. When Rangiku fought Kira in the Soul Society arc, her zanpakutoh was hit repeatedly by Kira's Wabisuke, increasing the weight of the sword with each sword clash. When Matsumoto released Haineko and some scenes/panels later we find out she turned out the winner of the bout, it is safe to say that when released, Haineko is free from any limitations of weight.

Based on attacks presented in Bleach Games for the PSP/DS Rangiku's zanpakutoh transforms into a cloud of ash or sometimes a literal ash cat. It seems that the ash collectively clumps together forming some mass to deal damage so that can be a way of looking at her power. In the Bleach DS fighting game, Matsumoto's ashes are capable of mimicking a sword strike and the clouds can transform into spiked wheels that can deal damage on impact. Matsumoto's play style in the Bleach PSP fighting games has her transform Haineko into an actual cat formed out of ash. That cat attacks, seperates, and reforms by Rangiku's command.

Most of Rangiku's "specials" in the games consist of Haineko surrounding her, serving as a sort of shield while chipping away at her attacker. She's basically a walking sandstorm, while other moves involve Haineko fully engulfing its prey and basically suffocating the person into submission.

So based on these facts, whether or not they hold true to what Kubo Tite has in mind for Matsumoto's abilities, Haineko is a formidable zanpakutoh. Since Sebonsakura cuts its victims, Haineko focusing on disabling, and like User_Name said, Haineko focuses more on impact and the collective damage the ash can do when compressed together.

So it's basically like the Rasengan vs the Chidori in a sense:

One cuts like a blade and the other smashes like a hammer.
