You THINK you've found what's going to be a wonderful anime series but then the creators are like "Oh guess what, it didn't make enough money so two/three episodes is all you're gonna get!
Most of the anime plagued with this cruel fate seem to come from the mid to late 90s. I'm going to list my favorites now:
Princess Rouge: Legend of the Last Labryinth
The plot of this sweet but all too short story focuses on an orphaned student named Yuusuke who one rainy day finds a mysterious but pretty girl named Rouge who falls from the sky. She has amnesia and can remember nothing about her past so she ends up staying with Yuusuke in his cottage in the mountains and (despite a rocky intro) the two slowly begin to fall into a very cute relationship. But trouble brews when Rouge's magical sisters show up. It seems that Rouge is actually a princess from the underworld being overthrown by an evil dude named Raiga! Not only does this mean all three sisters and Yuusuke are in danger, Rouge and Yuusuke might be torn apart from each other! Oh snap.
I loved this anime dearly (despite the awful animation changes in ep 2). It had great potential...it REALLY did. A lot of people call it an Oh My Goddess rip-off but I find it SO much more interesting than OMG. The OMG movie nearly put me to sleep whereas PR can easily keep your attention for the 60 minutes it has to offer. Yes. SIXTY minutes. Only two OVA episodes were made and in the end, we get a cliffhanger where nothing is resolved. It's CRUEL I tell you. CRUEL!!

Out of all the unfinished anime out there, Princess Rouge has to be my most favorite.
Moving on.....
Elf Princess Rane
Go is looking for treasure. Go finds an elf. Go runs around with said elf, hysterically and God help you if you're in his path. Go's childhood friend who has a crush on him (oh big surprise) finds another elf who wants to kill Go's elf but she is dumb and keeps forgetting to do that. Add about twenty other characters who are insane as the first four, gives you an hour of laughing so hard that you can barely breathe. This anime is the definition of "crack". Its pace is like that of a tornado-sometimes you're following four subtitles on the screen at once but most of the time you're scratching your head, saying "What?" XD It makes no sense. The creators were even sadistic enough to make a preview for episode three which does not exist. Shame. Huge shame.
Shinesman
This anime has one of the most brilliant dub scripts ever written. Its sole purpose is to make fun of the Power Rangers as much as possible which it succeeds. The protagonists have attacks such as "Business Card Cutter" and the villians own pink cars, forget about their own monsters, and sleep in heart-printed pajamas. I kid you not. It's great. A manga exists but only two anime episodes were made. REALLY big let-down....*sigh*
Those are my top three that SHOULD have been finished but never will be. *me goes emo*
