I'll be asking an pointless and naïve but I want to be certain about things before I make an idiot out of myself.In the 'Editing Tips and Tutorials' board can only admins and moderators submit tutorials or is anyone able to submit tutorials.

No, everyone can post their own tutorials. We haven't restricted that forum for users. Just read the rules before posting.
