I know how to draw anime, now I just need to know how to do those amazing effects!

Can someone please give me a link on how to make my anime drawing awesome with the special effects?

Look at the link above. How can I make my pictures look like that? I bought Photoshop, and that costed me a ton, and I don't want to waste it.

I want to use digital art to have the best wall paper. Thank you!
