Let's see.... I always got a kick out of the other characters in Halo as well. Specifically the Marines and the Grunts.

I'd also add a bunch more EverQuest NPC's but I doubt anyone else here would know who they are.

Wow...it looks like most of these people have never even played video games. Anywho, I'm going to go by actual merits of character, and not just abilities or appearence or even quality of the game they're in. Meaning, despite having good games, people like Master Chief and Sephiroth, with no real personality or decent exposition, are not cool as far as i'm concerned. So...the top 10 off the top of my head...

Solid Snake (Metal Gear Series) - Come on. He's the embodiment of all things awesome. He's old, especially in the upcoming title, but the ladies love him, he's got incredible moves, tons of battlefield experience, a somewhat dark sense of humor, and guts that no character can match. I mean...he dives off a boat into the middle of the ocean, alone, CHASING after an amphibious nuclear missile launching mech. The creator of the game, Hideo Kojima, initially didn't even want you to play as him in the Metal Gear Solid 2 because he was "too far beyond the abilities of any player, and would not make any of the mistakes." And I believe it.

Ken Masters (Street Fighter Series) - Always in the shadow of Ryu, probably just because he's American in a Japanese game, Ken has always had a better moveset as far as I'm concerned, and he hasn't let me down in a tournament yet. Not just a prettyboy actor, Ken is one of the strongest fighters in the world, and has kept Ryu from being overcome by evil intent on more than one occasion. In addition to that, he, unlike Ryu, sees more to life than fighting, and has a gorgeous wife and a cherished son.

Harry Mason (Silent Hill 1) - Really this applies to any Silent Hill protagonist, because I'm fairly sure that if I were dropped into their situation I'd kill myself pretty quickly. But Harry, the original, endures the hellish nightmare of Silent Hill all to save his daughter. Maybe I just don't know the joys of fatherhood, but I would left her behind as soon as I saw the first monster and all I had was a damn pipe.

Fei Fong Wong (XenoGEARS) - One of the few RPG protagonists I actually feel like I can understand. And despite constant "rip-off" comparisons to Shinji Ikari by complete and shallow idiots, Fei is a very unique and awesome character. He's devoted to doing what's right, and to help those he holds dear, and his alter ego problems are based off of real mindshattering trauma, immense inner power, and uncontrollable circumstances, not just teenage angst.

Kain (Legacy of Kain Series) - I usually hate vampire characters, but he's an exception. A ruthless ruler with the power to back it up and a truly witty snap for every occasion, Kain was the most fun I've ever had playing a villain. Not a dark antihero, but a straight up, I'm-gonna-take-over-the-world-and-kill-whoever-I-need-to-in-the-process villain.

M.Bison/Vega (Street Fighter Series) - The classic arcade final boss himself. Snazzy hat aside, Bison, or Vega in Japan's, super powers stem mostly from his complete insanity and the willpower to manifest it into destructive force. Also, he has a personal army composed of female assassins with the bodies of olympians. And almost all of his character art features him with that ginourmous, terrifyingly toothy grin.

Ashley Winchester (Wild ARMs: 2nd Ignition) - Another one of those rare RPG heroes I actually like. Always willing to do what's right for the greater good, no matter what order he's given or circumstance is put in front of him. Sure, his name is kinda girly, but even when he's possessed by the Lord Blazer, the greatest evil Filgaia had ever known, he uses sheer willpower to twist the evil energy and transform himself into the soon-to-be legendary hero known as the Knightblazer, and THAT...is a damn cool name.

Nightmare (Soul Calibur Series) - Before he took up Soul Edge, Seigfried Van Schtauffen was an obnoxious rich kid with a lethal rebellious streak. After he got the cursed sword, he killed thousands indiscriminately as the horrific azure knight. And after he broke free of the sword, Soul Edge's evil still managed to keep a physical form, now more brutal than ever. I admire the terror and devastation caused by this character...the flat out insanity and bloodlust that drives it. Also...he uses his sword without an finese or style....just clubs people to death with it...and that's fun to watch.

Johnny (Guilty Gear Series) - Travels the world in his own personal airship righting wrongs as a futuristic Robin Hood. Except instead of Merry Men, his crew is entirely made up of beautiful but talented women that would all do anything he asked of them, though most of the time he doesn't have to ask anyway. And apparently, he's so rich he can thoughtlessly flick away gold coins at his opponenet during a fight. I'd certainly want to be this guy, although I hate the name "Jellyfish Pirates"

Zero (Megaman X Series) - Used to be the leader of all renegade robots, and it's his programming that is the reason Reploids go Maverick at all. Now pretty much just a useless character with a double jump to fetch X's super armor. Also seems to die at the end of every game but come back. Whatever. Before X4, when the series still had originality and quality, Zero was awesome. Had plenty of unique and useful abilities, and unlike the gullible and naive X, he was tough and experienced, and could always get the job done. Also, when he was still a villain, he beat Sigma down with a pipe after he lost is blade. That's just fun.
