Glowing effect on usernames.

I just spend a little over 800 rupees to change the glow around my username to black, but theres no glow. Then i figured that black wasn't a programmed glow color, so i spend 435(or something close to it) to change the glow to blue, and it didn't change to blue either.

Am i doing something wrong, and can i get back my previous 435 rupees that were pretty much wasted?

Also, when changing glow color, is there some form of code that needs to be followed or something?

Your name is glowing blue to me with red text. The glow effect only works in IE and NOT Firefox.
