Yeah pretty much, that or painter. If you want to make gifs, you could use image ready.

Or, you can use "Microsoft Picture It! Premium". Thats what I use.

well Photoshop is the only product that is used widely to make cool images. i use it and i understand why it is and why they pretty much have a monopoly over the image editing business. but keep im mind it cost well over 600
