XD I hope i spelled that correctly...>_>;;; anyways, I wanted to put a tutorial on how to make these things. So you can end up with something like this:
You can see the scan lines ne? Welp thats what im going to show how to do.
First open a document that you want to add the scan lines to. I'll be opening this one:

Now open a new document. Size 10x2, transparent. Zoom until you think you can draw it on well. Now grab your pencil tool. And make it the size of 1 px (color black). Then draw a line across it.
Like This:
Then go to Edit>Define Pattern. You can give it a name if you want. I just put mine as 'scanline' so i wont get confused. XD And there ya go it's saved. ^_^
Now to add it in. You still got that document you wanted to add scanlines to? Welp it is now time to put it on. Now make a new layer above that document. Then click on your paint bucket tool. move your mouse to the top where it says 'foreground' then a drop down scroll bar. Click on it and go to 'Pattern'. Now click anywhere on the document, and the scan lines should show up.
Neat ne? Anyways, you can change the opacity, or the layer options. I choose 'Soft light' as the blend option w/52% opacity. And this is what i came up with:
