Super Milkchan, definately. I'd like to say Magic Users Club, because it's so...crazy. FLCL is weird too, but in a very good way.

Dragon Ball Z is the strangest I've seen, what with people squatting and screaming like they have to get rid of some constipation. Also, fights lasted for several episodes, so that also freaked me out.

I saw this one movie called Connie anu chun, It made no sense. One second they are talking about killing the ghosts that are haunting a cave and then they are suddenly in space fighting aliens and robots. With some rip off super bowl music in the back.
