I already mentioned this in another thread I started, but I sure appreciate the opportunity to repeat it. I don't know about worst dubs; as for best, well, I certainly liked "Death Note"'s English dub, but my favorite one so far has definitely got to be "Ah! My goddess"!
I find it genuinely hard to believe that so many people would bash it so strongly, even some of the series' fans.

Death Note's English dub was good, but to really judge you need to compare it with the original Japanese. That I feel is true of all English dubs. Comparing the English to the subtitles on the Japanese dub won't do it because who knows if those subtitles are accurate. I have seen a few anime where the subtitles tell you nothing. You really have to know Japanese to answer this question.
Honestly, I would say the English dubs of Howl's Moving Castle and Princess Mononoke were far superior to the original Japanese version. The acting was better and the voices 'fit' better, imo.
A long time ago, I used to only watch stuff in Japanese because the dubs were typically terribly acted, heavily censored or non-existent. These days, however, I find that I have no trouble watching either the original Japanese or the English dub because they actually put effort into translating and dubbing it well. The most recent dubs I have watched were Noragami and Ao no Exorcist, both of which were enjoyable and fare well next to the original Japanese.

Have to agree with Ghost Stories, that is freaking awesome, I'm in the middle of watching it myself and can't stop laughing. Also Afro Samurai is a freaking good dub, altough it was meant as a dub not a sub so don't know if that even counts.
Samurai Champloo has a great dub.
As far as English dubs go, the later seasons of Pokémon (with Sarah Natochenny voicing Ash Ketchum) are pretty bad. I stopped watching when I found out the original voice actress, Veronica Taylor, left the series.
