Who's this anime character?

She looks kind of like that demon girl from the video game Disgaea, but using IQDB, Tineye, and Google Search By Image, don't get me any useful info. They just link me back to some of the sites that I originally found the picture on (like 2ch, nizi1, and a bunch of other Asian websites), and none of them have the name of the character, rather than linking me to more familiar sites that would include the character's name (like Gelbooru).

Can somebody here let me know if this is in fact that Disgaea girl, or some other character from some other source material.

I haven't played the games, but from what I have seen it looks like that girl from Disgaea.

I see the photo just fine. I cannot use Imgur at work it is blocked. The only other way would be me to use photobucket and upload that way, but it is strictly a copy+paste and not a [img] tag
