No. It's a kid's toy plushy. It's a jellyfish called Jiggles. It's from a series of toys called "Ocean in My Pocket", which is a spinoff of the toy series "Puppy in My Pocket". If you go to their official page for the toy http://inmypocket.com/flash/profiles_oimp_s1.swf (yep it's SWF, not HTML, their WHOLE SITE is based on flash), and then at the bottom where it shows a horizontal list of toys you click on the one called Jiggles, you'll see more info on it.

Now the way I got the PNG picture separated from the SWF was to use an SWF resource extractor/ripping tool called SWF Decompiler, made by the company Sothink (you can download a trial version of it from their website http://www.sothink.com/product/flashdecompiler/). To avoid having to pay for this I downloaded a crack for it (don't expect me to tell you where to find it, you are on your own with that one).
