I'd make it fun.

Somehow gather large amount of precious gems or valuable resources & than give said resources to much smaller nations (such as Portugal, Finland, etc...), than steadily try to instill a sense of National Socialism into them (whatever smaller countr(y)/(ies) I chose). Than have this lead towards some sort of fantastic series of steadily rising national conflicts, & allow it to culminate in a hot-war with the egotistical smaller countries countries & the larger countries who want to keep their position(s).
