I think neither. There is a reason this game is called wolf:touhou and not wolf:mafia, wolf:vocaloid, wolf:wolf or anything else

I just noticed something

Yukari = the troll of Gensokyo (with her portals)
Gazkul = troll of Wolf (most games)

I feel this was intentional.. :v (or just very coincidental lolol)
